Resident Evil 3 tyrant question?

Does the tyrant in resident evil 3 chase you around the whole game or something? Also, whats the best weapon to use against him.

Not for the whole game, but for a very large chunk of it. The quick decisions determine how often you will see him, and where you will see him. Everytime you start a  new game and choose different quick decisions it will change the gameplay and also influence the ending. Be sure you start to recognize when you hear his music, because if you're not careful he will kill you with one hit!

I remember I did this one quick decision and was ready for him to appear at the same spot as he always did, but he didn't show. So I headed back to the restaurant to get the emblem thing and as I was running up the stairs, he jumped from the top of the building and landed on me - killing me instantly!

The best weapon (if you don't have the rocket launcher or gattling gun) is the magnum or the grenade launcher (with ice rounds).

Yes, he chases you throughout the entire game.

The rocket launcher is probably the best thing to use against him, but of course, you don't get it until near the very end.  While he's chasing you around, any of the shotguns will do.  You can also shooting items in the surrounding area to turn him back.  In one room, you can aim at the pipe.
