  1. Here is a free on line photo resizer i have used it and found it easy to use and offering a good free service. no software download needed.

  2. Go into photoshop, click file>save as>jpeg>

    then choose the quality of the photo that will appropriately fit 2 mb.

    It's nothing complicated, really :)
