    I don’t think that “rebellion,” by which I assume you mean armed insurrection intended to bring down an entire government, is the “inevitable” result of popular opposition to a single law.  

    As the previous respondent has noted, governments invariably pass laws that some people oppose.  In a representative democracy, people who object to a law have the ability to pressure their elected representatives to oppose the proposed law while it is being debated, or to introduce legislation to change or repeal it if it is already “on the books.”  The enactment of civil rights legislation by the U.S. Congress in the 1960s is emblematic of this form of nonviolent “rebellion.”

    Governments, including democracies, are at risk of inciting violent rebellion when they pass laws and pursue policies that demonstrate a persistent pattern of indifference to or oppression of popular will and freedoms over time, or when power becomes concentrated in the hands of a few and is used in this manner, such as is done in totalitarian states.  

    Even in those instances, however, violent rebellion does not usually occur when a single tyrannical law or policy is enacted or imposed on the people.  Rather, it is the result of the cumulative effects of the government’s oppression creating a critical mass of opposition leading the people to determine they will no longer tolerate it.

    The pages of world history are full of stories of these rebellious events; some have been successful, while others have resulted in even more repression.  The establishment of the United States government is an example of the former.

  3. No.  There is always someone who will disagree with some law.  Because the majority of people are law-abiding citizens they don't 'rebel' against it.  However, they might begin a peaceful campaign to have the law repealed by collecting signatures & writing congressmen.

    I guess it's you who should be giving us examples of rebellions in the U.S. in recent years since there are so few.
