Restarting and turning on problem

Question

i have a computer, i turned it off with the on/off botton and i try to turn it on the next morning and it keeps restarting. i get a screen that has the option "start windows normally" i press that and it keeps restarting. i press f8 and pick any option and it still keeps restarting. i want to go to safe mode and it still restarts. can you help me please?ivory computer
