Restrict the removal or movement of cells rows

With no formulas involved is it possible to have 2 or more cell's, all in different rows, linked to say a parent cell (row) so a person would not be able to move the rows of the child cells to another sheet unless the parent cell (row) was moved first?

  1. the only way I can think of to restrict this would be to "protect" the worksheet (of both child and parent files).  Essentially this involves defining which cells the user is able to enter data into, then password protect the worksheet which will lock out changes to all other cells.  

    to do this, first decide which cells the user can edit.  By default all cells are "protected" (although the proctection doesn't take effect until you actually protect the sheet).  To unprotect the cells, right click the cell, choose format and then under the protection tab, uncheck the protected box.  Do this for all cells the user will be able to edit.  Once you're finished with that, go to Tools > Protection and either protect the sheet or the whole workbook.  You can optionally enter a password to prevent users from turning it off.

    Now whenever a user tries to enter data into a cell they shouldn't, they'll get an error message.  They also will not be able to insert rows/columns or move "protected" cells around either.

    PS: above commands are based on Excel 2003.  If you're on excel 2007 the options are still there somewhere but probably on some "ribbon"
