 I think that person should not be charged the tax as he is the one who has been a regular tax payer through out the life so at retirement the tax should be removed. 

Well if the person is running any sort of business then he should report income regularly and should be taxed as well. 

And at the last you should always be honest to your country. Only then you can enjoy the country which is blessed to you.
