What is the simplest way to run a cap start, cap run motor in forward and reverse on a winch?

By using a double pole double throw switch. (A switch that switches two wires at the same time), preferably with an off position in the middle. Connect switch wires to suit both run conditions.

Buy a reversible motor. Single phase standard motors won't reverse unless it has jumpers specifically for that.

Depending on how it is wired, you can reverse the two wires of the winding that the cap is connected to.
