yes..but can u get in to the light and just replace the whole wire for the light......u can get replacement wire at lowes or like......

if I am understanding: you had a ceiling light fixture at 8' and now it is at 9'. couple of things to consider: you can't bury a spliced wire(wirenuts) in a wall or ceiling. a spliced wire needs to be in a covered junction box, and accessible(not buried)
