Rice is an important food mainly in Asian/middle eastern countries except China where it is considered "poor" peoples food. But don't forget the Italians with their Risotto rice grown in the north of Italy. Rice any style has become an international dish anyway.

rice is not mexican....but since its introduction to mexican cuisine it has become a popular side dish. while not in the same way that the new world veggie called tomato changed italian cuisine, rice has def influenced mexican cuisine...    african varieties were introduced by the spanish in the 1500-1600s.  

a popular mexican dish made by many mexican mothers for their kids is arroz con pollo...chicken and rice.

it is not specified to denote some country's food...because most of asians people eat rice, primarily at the equator where it is favor climate for rice to grow...

therefore, i could say, country at the equator or nearby consider the rice as their staple food...

neither, it depends on how it's made. rice is just food, it's not specifically from certain countries, it comes from all over the world. different countries prepare it differently.
