Right time to apply for citizenship?

If next august will mark the 5 years since getting my permanent residency card, how soon can I apply to take the citizenship test?

March is the month you can apply for the Citizenship by filing N-400. Then USCIS will mail you information regarding Fingerpring date and interview date which you can take test.
