It's about having the mental disease known as disturbia.  The fear of constant worrying, or the feeling of being uneasy.  Also aniexty, worry, upset.  She is saying in her song ... disturbia it creeps up on you like a theif in the night etc.  Some people constantly worry about being unsafe or watched or over upset and it messes with your mind to the point you can't take it. It's a real problem that people can develop.  It's a great song. ;) listening to it right now!
