River fishing setup.?

hi i'm heading back to the skycomish river in sultan and i was wondering how my setup is.

i have 3 weights about 3 feet obove my hook

3 inches obove my hook i have a little reflecter with wings to spin it with a orange ball on top of it with a swivle holding it from falling to the hook.

hows my setup and how could i catch more steelhead?

is it the rocks thats tricking me that i'm geting a bite?

i could use worms,powerbait,gulp nightcrawlers,gulpmaggots, salmon eggs and i have alot of other stuff.

i'm fishing for steelheads and rainbow trout.

i've only caught 1 small steelhead and over 30 rainbow trouts overall in my whole time fishing there in the past 2 weeks.

10 pound line and i'm not sure what my hook size is.

    You will also want to downsize to #6 circle hooks (or smaller) to increase your hookup rate.  I would also shorten up your leader to 18 inches. This will help to keep your bait from being a moving target in the current and the fish will have an easier time catching and eating your bait.  Now by 3 weights I assume you mean split shots or something similar. This is ok and yes it's probably the weights bouncing over the rocks that giving you the impression of fish biting. Hey, I think you are doing great! Be safe, be happy and go catch your steelhead.
