I am curious if anybody can come up with a plausible answer to this question.

I am commutuing daily from west london to basingstoke and I therefore use the M3 for 35 miles each day, each way, to go and come back. There are some road works(?) from junction 2 and they go on for about a mile. they even have safety cameras. these supposed road works have been going on for more than a year now, although there is noboby ever there, everything looks the same and I just dont get why.
