Manchester City manager Roberto Mancini has gone on to reveal that he signed Owen Hargreaves in order to help City come in line with UEFA’s far play rules.
The Fair Play rule suggests that each team needs to have a certain number of home grown players and a set of players from the country that the league is based in. With City not having the required number of English players, they had no option but to make
a move for Hargreaves.

when he stays fit, he can really run the show.
Mancini's assistant David Platt added: "We needed a central midfield player but unfortunately in terms of players going out and bringing in transfer fees, a lot have gone out on loan, so fees haven't come in for them. You have to get creative."
Despite City making a move for the former Manchester United player as an act of desperation, this move could prove to be a whole lot more than just that.
Hargreaves has brilliant technique and has the ability to keep up the pace with just about any team. However, the only thing that he lacks is staying injury free. If City can somehow help the player develop into a player, who doesn’t have half as many injuries,
then they could have potentially made one of their best signings to date.
Hargreaves could come into the City squad and fill in for De Jong and can even help provide cover for Yaya Toure and http://www.senore.com/Football-soccer/James-Milner-c17706 when the two are tired or fatigued.
All in all, this move by City to land Hargreaves seems to have been one highly calculated high risk signing.
