Rock band wii setlist only people?

i have been playing rock band for wii and heard that there is a character maker mode...i have not seen this mode at all. is there a way i unlock it? if so please tell me.i want to do this because i am sick of playing just certain people in every song.

??? Um you make your person in Career mode, get off quick play. :)

there's no character creator in the wii version as it is just a port of the ps2 version of the game.
