Role of IEP Team members in different states?

Hi, I live in Illinois, and know the roles of IEP team members here. However, I was wondering if the roles changed state-to-state.

In Illinois, the roles are as follows:

1.Student- attend all IEP meetings, learn strategies on IEP, make suggestions for IEP

2. Parents- Notified of all test results, help create IEP, sign IEP in order for implementation.

3. Gen. Ed. Teacher- attend IEP meetings, make accommodations, communicate with appropriate team members

4. Sp. Ed. Teacher- help design IEP, suggest strategies for the student

5. Psychologist- administers testing, makes diagnosis

6. Social worker- communicates with parents, works as a student advocate

7. Principal- usually does not take active role in the IEP process but ensures that it is being implemented by school.

  1. LEA-Local education Agency (Person) who oversees your IEP from the school to ensure it is implemented and agrees what the district will provide.-Must be present.


  2. This is the same in NY.  Except the student does not attend the meetings.

  3. As someone mentioned, the above roles are defined in federal law, and any state not following those expectations risks losing all funding from federal monies.

    Typically, every IEP meeting requires parent, special ed teacher, regular ed teacher as well as one representative of the administration (ie principal or director of special services, or anyone who can authorize expenditures)

    Students are not usually involved until the first transition meeting, and that's in the IEP as well.

  4. CA- Grammar school   student is not involved  in IEP Parents are encouraged to contibute to overall  goals and sign order.

  6. In Oklahoma the student is frequently not included especially when he is young. It is left up to the parents.  Social worker is rarely included and a psychologist is only at the first meeting where it is discussed whether the child meets the criteria for needing special education. Principals are rarely in attendance.

The roles of IEP team members are defined in the federal IDEIA 2004 law.  Variations exist on minor details from community-to-community depending on who those individuals are and how they may divvy up undefined details.  For example, the meeting may be conducted by the student, a teacher, or an administrator.  There may be some local district policies and traditional practices, but details that can not be changed are those in the federal law.  Thus, federal law and local practice defined participant roles more than state laws do.
