Role of chief operating officer?

can some one explain role of chief operating officer in a softwrae organization, I am a Sr. Software Engineer in an IT firm & I am willing to ask for a reference letter that describes my job role from a Chief operating Officer of my company does it make any sense ?? reason why I cant ask my immediate boss for that is he just left & our CTO is out of country for several weeks

I think the COO is the second in "command" with the first being the CEO.  I'd definitely take a recommendation from a COO!
