Rolling picture Philips Matchline 32pw9523/25

Question

I don't have the TV remote but have the VCR remote with TV options. So can't access the set-up menu. I borrowed the remote of a bigger model but the TV does not respond.
The picture rolls on all channels and all auxiliary connections.
I can see a panel on the side but I can't open it.
