Romanian Iasi?

My relative was from Iasi Romania.I was told that he came to the United States in 1913.Did he need an Exit Visa or a Exit Passport from Romania to leave?If so where would it be?Would it be in Iasi or Bucharest?I was told it would be in the Iasi town hall Civilian records department.The United States has no records of my relative.

Did you check the Ellis Island records?  See below.  Even if an exit visa were required, it is possible that one was not used, or that the records o fit have since been destroyed.  Your best bet would be to contact the local government to see what records have survived and where they are stored.  Depending on how important it is, you may also wish to hire an attorney in Lasi.
