My friend is coming into town (I live in Vegas) for his 31st birthday and I want to take him some where nice but that isn't too expensive. He said he wants a place that serves "finger food"

Do you mean like tapas? Firefly on Paradise is yummy and the prices aren't too bad. You can order just a couple of things or try a lot.
