Can someone tell me what this paragraph means in romeo and juliet please?

It is spoken by Mercutio, in Act 3 Scene 1, to Benvolio:

-Thou art like one of those fellows that when he enters the confines of a tavern claps me his sword upon the table and says 'God send me no need of thee!' and by the operation of the second cup draws it on the drawer, when indeed there is no need.

Mercutio is making fun of Benvolio here.  Benvolio, as usual, wants to stay away from trouble.  He's asking Mercutio to avoid a chance meeting with Tybalt and his crew.  Mercutio basically says, "Listen Benvolio.  You're like one of these guys who enters a bar and slaps is sword on the table and says, 'I won't be needing this!' but as soon as trouble starts, you'll be the first one to grab it and jump into the fight."

        In essence, he's telling Benvolio to stop pretending he's such a peacemaker when his friends know that he'll jump into a fight just like any other guy.

Benvolio tells the Prince what happened. Lady Capulet wants Romeo's life, but the Prince levies fines and exiles Romeo.
