Root growing and germination tips.....?

Question

Is there anyone who knows how to easier the germination and growing of root from a schrub. I have a tropical palm plant that was growing and all by sudden stopped growing and now it is trying to survive. I can see that it is alive, but no root formation or sprouts comes out of it.

More info needed.  Is it in a pot or in the ground?  Have you fertilized?

Certain times of the year like when the days start to get shorter plants stop growing.
