  1. Absolutely not.  Not only would they eat the Betta in short time, but at more than a foot in length, a 60 liter tank is about 3.5 times too small.  If you want Ropefish, get a real tank with a real filter (rather than an undergravel filter), preferably a 'long' style, as this allows more swimming room (fish don't swim vertically).  For something similar, you might try a few Kuhli Loaches, which have a similar shape, but won't top 4" and won't bother any other fish in the tank.

  2. Bad idea. A 60 litre is only about 13 gallons, and Ropefish should have a 50 gallon tank minimum. I wouldn't call Ropefish 'little tykes" either, they can reach up to three feet long, and my three are about 12-14" at the moment. Also, they would probably try and nip at the fins of the Betta Fish. Ropefish also aren't the easiest fish to feed. They eat better when in large groups and they can interact with eachother while eating. They are somewhat picky and i have so far lost two just because they didn't want to eat. In all due respect, I think you should try a smaller, more beginner-level fish if this is your first time.

  3. nope way too small!
