Rose of Sharon Not Blooming?

Hi,

I have two Rose of Sharon shrubs that do not bloom. They develop buds each year, but the buds never open. They are in a row of other Roses of Sharon which bloom, but these two do not. I have tried speciifc fertilizers, cutting them back but nothing happens. This has been going on for about 6 years.

Any thoughts? Joe, Boston, MA

Very strange,  mine has gone crazy this year but from year to year it has varied. Are the two that are not in bloom in the shade of the other bushes?
