  1. As you can see this is a more difficult and controversial question than you might have suspected when you asked it.

There is truth in what both the previous respondents have said.

You should understand that Paris proper (that is, the numbered arrondissements) is a relatively low crime area when compared to most other big cities. Most of the crime to be found in the city is artfull dodger stuff...pickpocketing, stealing an unattended bag...that sort of thing. Violent crime is rare although not non-existant.

Violent crime IS found in some of the suburban areas to which the French government relegated the mainly Muslim North African immigrant population and the poor generally. They built huge housing projects there and bit by bit the city itself was gentrified leaving the poor no where else to go.

The 18th, 19th and 20th arrondissements in the north and west of Paris are some of the only areas with significant non-white populations (there is also a large concentration of Asians in the 13th arr. in the Southeast corner of the city).

The population of Berbers/Arabs and subSaharan Blacks do, purely as a statistical reality, represent a disproportionate part of the perpetrators of crime and so the first responder has correctly alerted you to the increased possibility of crime in these areas.

But it is also true that even here crime is relatively low and the second responder makes a good point that there may be more perception than reality in the warning. Moreover, he says, with considerable justice, that racism is a  problem in France and may influence the enhanced perception.

While none of this explanation may directly help you in determining where you may want to live in Paris, I hope it will help you make your own evalutation of the situation.

  2. There are no "rough" arrondissements.  The comments about the 18th, 19th, and 20th not true.  They are racially mixed (arabs, jews, asians, whites, africans/blacks) so many french people consider the 19th and 20th to be the "no-go" zone simply because they are generally quite racist people.

The 19th and 20th are now the up and coming areas of Paris and where you will find the most growth.  It is young, trendy, hip, and very cool place to be!  The Canal Saint Martin, the Parc Buttes Chaumont, Parc Villette, Markets all over!, Rue Belleville (very very cool street with many fun cafes, restaurants, botiques).

The only people who think it's bad at night are those who have never been here (or who are racist).

  3. arrondissements extremely sure at any hour: 1, 2, 3, 4, 5, 6, 7, 8, 9, 14, 15, 16,

    arrondissements popular but safe: 10, 11, 12, 13, 17,

it is better to avoid them by nights: 18, 19, 20

    i'm parisian
