  1. I went on the "party boat" snorkeling with my girlfriends and it rocked!  They take you out, you snorkel for like 30-60 minutes, then you cruise around and drink rum punch.  I think it was like $40 per person.  It was in Nassau.  It was great!  We had so much fun.  Take a plastic bag of dog food and the fish will swarm you!  All the other snorkelers were jealous.

Everything is expensive in Cocoa Cay, because it's an empty, private island.  We used that stop as our "rest day", and that worked out great!

In Key West, you can do better by not going through the cruiseline, pricewise.  In fact, we rented bikes right after we got off the boat and rode those around all day.  Like $8 per person!  About half what RC was charging for a "bike tour".

So for snorkeling, I recommend Nassau.

  2. Cocoa Cay is a private island and they usually have snorkeling at cruise lines' private islands.  Don't think Key West has great snorkeling, but if the cruise line has an excursion for snorkeling, then that might be your best bet; ships don't usually stop long at KW.  Also don't think Nassau is great for snorkeling.  When we stopped there, we went over to Blue Lagoon [very mixed feelings about that excursion!] and those in our group who went snorkeling said the coral was all dead and they didn't see many fish.

I suggest you check CruiseCritic.com.  Click on "Boards", then go to "Ports of Call" and "Scuba & Snorkeling" to find info from experienced cruisers.
