Royal mail trolleys .?

Question

Is it just happening where I live or do you see Royal mail trolleys chained to trees and lamp posts where you live too ?

I remember when I worked as a temp delivering the Christmas mail that it was a sacking offence to leave the mail unattended yet now it's left any old where for hours on end.

Do you think that's right ?

maybe they had  a bit too much on a stag do? no i havent seen it.
