Rugby transfer rules?

In rugby transfers in both rugby league or rugby union do they pay transfer fees for the players they have bought because it never mentions a transfer fee and if their is a transfer fee what is the average transfer fee

No transfer fees in the Southern Hemisphere. Not sure about the north but I think they don't either.

they pay compensation to other clubs i belive or pay the rest of their contract out

no fees paid. the irish sides are only allowed have four "top quality" and 2 "second-tier" quality foreigners at a time
