  1. It depends of whether the ball falls towards the posts or away from them. If it falls towards then the kick must be taken. To any event the kicker must ask the referee if he may replace the ball. I suspect that in the World Cup matches the rule will be very flexible as a win where this rule has been applied could cause a near riot.

  2. in rugby league he can stop his run up and reset the ball

in union as far as i know he can ask the ref if he can replace it as long as he hasn't started his run up, if he has started his run up he must continue and can't replace the ball.

  3. If it's a conversion the player must kick the ball as it lies if he has already started his run-up.  If it's a penalty, I believe the player can either kick the ball as it lies or tap it, pick it up and play on.  In either instance if the ball falls over before the run-up has started the player must ask permission from the ref to set it up again.

  4. Once he starts his run up, he has to kick the ball or try a drop goal.  Before he starts his run up, he can reset the ball as much as he likes but there is a supposed 1 minute time limit but I've seen that ignored quite often.

  5. Rugby Union the player can ask to replace the ball if its falls at anytime except during his run up.  If it does fall over the player must continue his run up and strike the ball.

  6. As long as the ball is not struck, or about to be struck the it can be reset, as long as it is within the time limit allowed, or a drop goal must be taken.

  7. if the ball falls off twice he can put it back on both times

if it happens again the opposing team can run out and steal the ball :)

i think there like a time limit of a minute too
