  1. first you must get a licence to operate a private hire vehicle from the council, not easy, but if you are thinking about just providing a service for business people then i suggest you look more to the limousine service but you will need more than 20grand which ever way you go

  2. if u manage the service well yes, good money can be made. 20,000 isnt much tho... make sure its unique as there are plenty of cab services out there.

  3. All taxi and private hire drivers and their vehicles have to be licensed by the Public Carriage Office.  You'll find their details on the transport for London (TFL) website.

You've got enough money to get started if you can lease the vehicles your going to use.  You have to have a few vehicles to make any real kind of money, otherwise there's a living in it.  I work as a private chauffeur and I was going to work for a top end cab company that has brand new S-Class Mercs and BMW 7 Series, they charged £55 per hour that includes the VAT, the car, fuel and the driver - and they are the dearest, most exclusive.  At the other end, many companies are buying hybrids like the Prius.  I think it is very competitive and all will depend on your ability to get and keep contracts.

Alternatively you could do the knowledge.
