Runescape: Clue Help?

I got a clue and it looks like this

I believe it's Goblin Village near the observatory.

if your doing this from a quest in f2p then it should be located in fallador in the small garden u have to have a shovel to dig for it

Unknown is wrong. It's located near the Observatory near Goblin Village.
