Yes, it is normal.

They always attack eachother and they want it to seem like a war. Runescape is like the medieval times; So they want runescape to seem like a war, but, with variety and with different things to do but just fight.

Played runescape since 2001, and to my knowledge, its been like that since the third month that runescape members came out. They always attack eachother, and it looks like a real battle, hope i get best answer!
