Put it in both system 9 and other system folder. Shows up in fontbook, with no dot next to it, and no "enable" box. When i click on it, it says "installed". But it doesn't appear on my font list in Photoshop.

  1. "New TTF" font? Does that mean the file name is "whatever.ttf"? Those are Windows TrueType fonts which can be used by OS X but not by Classic or by Classic applications. You need Mac fonts for Classic and Classic applications. To test a font to see if it is a Mac font, drop it on the closed folder called "System Folder". You should get a message that this item needs to be stored in the Fonts folder. If not, it isn't a Mac font.

All versions of Mac "Classic" operating system read font files that have two separate constructions: a resource fork to store structured data and a data fork to store unstructured data. Windows fonts have only a data fork with all info crammed together. The Classic versions of Mac OS do not read those files.

There are advantages to the separation of resources but for your problem, it is immaterial.
