If I buy the latest version of the mac os can I run it using vmware on my pc?

  1. No.  The EULA for Mac OS X desktop specifically doesn't allow for virtualisation and therefor vmware and others are prohibited from offering this.  You can, however, do this with a Mac OS X Server version - although you need serial numbers to activate it.
