  1. The UN isn't doing its job because it can't do its job. The governing structure of the UN is flawed, because any member of the Security Council (which unfortunately includes Russia) can veto actions.

  2. If the UN intervined it would only further anger Russia. And it is still a major nation and capable of carrying out a major war.

  3. Techically, what is happening is Ethnic Cleansing, not genocide. It is happening in a place named South Ossetia, which is located between Russia and Georgia.

South Ossetia used to be part of Georgia, but its people are ethnically closer to Russian than Georgians. Years ago the South Ossetians declared autonomy from Georgia, Georgia refused to accept this but it signed a series of peace treaties in order to avoid open conflict. Recently Georgia broke those treaties and attempted to invade South Ossetia. It forced about 20,000 members of the ethnic population to flee into Russia (the ethnic cleanings).

The UN doesn't actually need to do anything this time. Russia is a UN Security Council member and it is helping to defend South Ossetia. It's sent troops in and has repplled the Georgians, it is currently attempting to reestablish the previous truce.

In case anybody is wondering why Russia is shelling Georgia, I turned on the international news yesterday (That's an international news station, not an international broadcast by a US news company), and it clearly showed that the areas that were bombed were littered with destroyed Georgian tanks and trucks. These were the targets, not the Georgian people. Georgia was staging troops in civilian areas.
