  1. In georaphy, a buffer zone is any zonal area that serves the purpose of keeping two or more other area distant from one another for any reason.  Buffer zones can be set up to prevent violence, protect environment, protection to residents, commercial, industrial establishments from terror or attacks.  it is uninhabited region.

  2. That territory, where Georgia can bombard Tskhinval.

  3. Demilitarized zone or in other words a buffer zone along the border between the South Ossetia and Georgia was originally established under the terms of the peace agreement brokered by Russia between Georgia and South Ossetia following the Ossetian war for independence in the early 90s.  The buffer zone (along with other parts of Ossetia - it was a rather complex agreement) was supposed to be controlled by a joint peacekeeping force composed of 500 Russian peacekeepers, 500 Georgian peacekeepers and 500 Ossetian peacekepers and was supposed to be military free otherwise.  This agreement had actually worked for 10 years or so.  Since Georgia eventually de facto (it has never formally withdrown) broke the agreement by starting the war and then lost the war, the buffer zone (including the part of it beyond the border of the South Ossetia) is currently under control of Russian forces.
