Rustoleum makes sense, but i painted my foundation a custom color and rustoleum isn't tintable. any suggestion

It sounds to me like you are trying to paint some metal railings to match or coordinate with your foundation color. Rustoleum is a brand name for an oil based paint. Benjamin Moore has an excellent metal paint in latex or oil based versions which is tintable to any color. This way you can get the performance you need in the color you want.
