Ruud heat pump question

Question

I have a Ruud, 10 seer 2 ton heat pump. I tried the heat a few days ago. The outside unit came on but the air handler did not. I checked for voltage and connection problems. Everything seemed ok. Tried heat again and the unit came on this time. So I let it run for a while. I noticed the outside unit was cutting in and out. So I turned it off and have been using emergency heat. I cut it off during the day while I am work. When I get home and cut the emergency heat on sometimes the air handler agin will not come on. Once it does, it seems to be fine. I have not tried the system in regular heat mode again. Do I have two seperate problems? Or are the two possibly being caused by the same thing? Thanks
