S it better to add powders to liquids or liquids to powders?

Add the liquid to the powder, a little bit at a time.  If you add powders to liquids the final result tends to be kinda clumpy.

well, when you make a cake, or pancakes, etc. you beat the eggs and then put the flour etc. in

soooo i would have to say that the powder to liquid would be best :)

It depends on the temperature among other things.

For instance, you'd always add cold water to dry flour first.

But you'd add flour to hot oil or melted butter, to make a roux.
