  1. Santa Barbara is great.  It is hard to find an economical place to live.  You might try Ventura.  It's 40 miles south.  Similar beach city, but more to chose from.  


  2. santa barbara is a nice town, the only real problems you deal with are eastside/westside gang issues and underage drinking out in IV
