I too received this clock and have had trouble finding how to set the chime. On most clocks you can change the hands by moving them manually. This morning, I finally figured it out. The clock chimes when the second hand reaches 12. So if it is four hours off (meaning it is 7 o'clock and it chimes 11 times) move it to where it says 11:00 and then advance it one hour, clicking just after 12:00 and wait for the second hand to come up to the 12:00 position. It should then chime 12 times. Advance it another hour and wait on that second hand to chime 1 time, and keep going until you have set it to the right time. It takes a few minutes, but it is really easy.... once you figure it out!! I even emailed Seiko about a month and a half ago; haven't heard a word from them.
Hope this helps!
