SHY 20 year old surprise birthday party ideas!!?

Ok.. My sister is turning 20 in 2 weeks. She's a very shy girl.. A friend of mine & myself are planning to throw her a surprise birthday party... the party should have about 15 people.. we're trying to keep this cheap [like $100 or less] as we are both broke college students! we've found a HUGE conference room at a local hotel to use to facilitate... now we just need ideas for entertainment and stuff! we think we're going to do a luau theme... any ideas are more than appreciated!! :]

what about chereokee...sry for the bad spelling...make her laugh by making fools of urself...lol...not kidding...and there has to be dancing of course...but it all depends on what everyone's comfortable with and what ur idea of fun is...my friends and i...we're just crazy...but we're the innocent crazy...btw i'm 20 too...everyone should bring something to eat...u guys could also do that thing with the stick that u have to go under...i forgot what it's called...but wherever there's people there's something to do...so...have fun!!!!
