SVR 08 GM Mode Contendership Question?

I'm playing GM Mode and I am at the Vengeance PPV. So For The Main Event I put Triple H and Randy Orton in a Steele Cage Match for the WWE Championship (HHH is the WWE Champion) and it says the superstar booked in this match is not a contender. But Orton's Popularity is a 94. Why is he not a contender?

If Randy is not in the top 5 Power 25 then he can't go against HHH. You have to pick a guy who is in the top 5.

Top 5 of P25, here is a way, go to options, put tile off, go to HHH, take off the belt, give it to Orton, you should be able to do it now, after you make the match, go back to options, and put it on again, so it will look like nothing ever happened, give the title back to HHH.

orton needs to be on the top 5 of the power 25 in your laptop on your desk it's pretty stupid
