can you sacrifice a monster and summon a new one during your opponents turn like you play red eyes b chick and you sacrifice it to play red eyes b dragon

can you do that during your opponents turn??

no this is not possible during your oppents turn except from a card effect of such.

Of course not. You're not allowed to summon a monster on your opponents turn unless you have a card's effect that says to do so or can activate it on your opponents turn. You can normally summon a monster during your main phase.
