Safe from what?

There aren't many murderers in Alaska, but there aren't many people either.  And, when you live out in the tundra, there are no burglars to steal your car stereo.  Of course, the polar bears might diminish from the safety factor.

Safety might be defined as risk.  And, every aspect of life carries some form of risk. No one can answer the question of which state is safest for you.  

Each person feels safest where they are living, or else they would move--wouldn't they?
