Which Country? In the US, Major takes a tad longer than 7 years. If it happened, the base pay is 5130.30, per month... again this is in the US.

It is not usual for someone to make it to Major in 7 years as it is generally expected to take two years for each rank of Lieutenant and then approximately four as a Captain, but it is possible to do and would be called making it "below the zone."
