  1. That is a loaded question.  The first place to start is a good book and website.  It takes lots of research to just get your toes wet.  You need to make sure all your equipment is saltwater rated.  and set up the tank.  You will need a hydrometer, the heater filter, skimmer if you can afford one, and instant ocean sea salt.  fill the tank and bring the salinity up to 1.024, throw in a piece of raw fish and feed the tank food daily until the tank is cycled.  while you are doing that, you need to do is figure out what fish can live in a 30 gallon tank, there are many options but you will be limited in quantity.  I would start with 2 clowns and 3 yellow tail damsels or 3 yellow tails damsels and a wrasse or goby.  They are all sturdy fish for a beginner.  Once the tank is cycled you will need to start adding live rock, you will need around 60 pounds, and a good master test kit to monitor cycle levels.
