  1. yes, you do. Even in saltwater, the chlorine still exists.

We use Prime in our saltwater tank. It is a very good product, and the bottle goes a long way (one cap full covers 55 gallons).

It is also fairly inexpensive and can be found at petsmart and other fish retailers.

I would not recomend going with cheaper water conditioners for saltwater tanks simply because water quality is extremely important for the survival of most salt water fish.

Also, even though most conditioners will work for both salt and freshwater tanks, I never trust it unless the bottle actually says for salt water tanks. Prime says for freshwater and saltwater right under the name on the label

  2. Yes. The chlorine and chloramine that are used to clean the water that comes into our homes are toxic to both marine animals and freshwater animals. You still need to use the water conditioner.

  3. Yes, it is best to fill the tank, get it up and running like you have the fish in it and  cycle it for 6-8 weeks,(make sure salt levels are right and you are running cycle test on the water)  and at the end of that time, everything in the water will be gone, but when you do top offs and water changes you will have to use a water conditioner.
