Samsung 740n monitor gives dulled

Question

samsung 740n monitor gives dulled picture for about 2 seconds with a whitenoise sound then instantly fades to a ghost image behind a black foreground with no whitenoise. When I press the standby button to turn it off then turn it on again, same problem.
