Samsung Fridge Freezer Model RS20. My parents are having a nightmare with their Samsung American

My parents are having a nightmare with their Samsung American style fridge freezer. It keeps frosting up in the fridge and now has stopped working altogether. My father has looked at the diagnostic test check list and it says that there is a "Fault no 4 Motor Fan". He cannot get an engineer to help. Most don't want to know and one turned up yesterday and didn't bother looking at it. He just told him it was "knackered" and charged him £60!! We cannot find an engineer in the Portsmouth area who will touch anything Samsung! Please help, my parents have had no fridge freezer for days and it is only 3 years old.
